Terms and Conditions
Effective Date: January 27, 2026
Scope of application: The official website ( www.gbaygen.org ) of this association (Guangdong-Hong Kong-Macau GBA Youth Exchange Promotion Association, a Hong Kong registered non-profit organization, registration number: 91/18886 ) (hereinafter collectively referred to as "this platform").
Chapter 1 General Provisions and Definitions
1.1 Validity of the Clause
These Terms constitute a legally binding agreement between the user and the organization. By browsing, registering, logging in, enrolling in activities, or using the service, the user is deemed to have read, understood, and fully agreed to all contents of these Terms and subsequent revisions.
1.2 Core Definitions
• This organization/platform: The Guangdong-Hong Kong-Macau GBA Youth Exchange Promotion Association and its digital service channels.
• User: Individuals or organizations that browse, register, or participate in activities/services, including registered users and non-registered users.
• Services: This platform provides a full range of services including further education and study abroad, employment and entrepreneurship, cultural exchange, social services, information dissemination, event registration, matchmaking, online courses, and community interaction.
• Personal Information: Personally identifiable information provided during user registration, application, payment, etc., such as name, contact information, ID card/passport/return permit number, education, occupation, and emergency contact person.
• Intellectual Property: All text, images, videos, audio, trademarks, software, courseware, designs, and other original or legally authorized content on this platform.
• Force majeure: Unforeseen, unavoidable, and insurmountable objective events such as natural disasters, wars, sudden policy changes, epidemics, network outages, and third-party service failures.
Chapter Two: User Registration and Account Management
2.1 Registration Qualifications
Must have full civil capacity; provide true, complete, valid, and up-to-date registration information; must not impersonate others or fabricate information.
2.2 Account Security
Users are responsible for safeguarding their account passwords, verification codes, and other security information, and must not lend, sell, or rent their accounts.
• We will not be liable for account theft, information leakage, or losses caused by the user's own reasons (such as password leakage, lost mobile phone, or improper authorization).
If you discover any abnormalities with your account, please contact our customer service immediately to freeze your account and reset your password.
2.3 Account Termination and Cancellation
• Users may apply to cancel their accounts. After cancellation, personal information will be handled in accordance with the privacy policy (except for legal filings).
• This association has the right to take measures such as warnings, restricting functions, banning, and permanently canceling accounts that violate regulations, have not logged in for a long time, or impersonate others without prior notice.
Chapter Three: User Rights and Obligations
3.1 User Rights
1. Browse the public information on this platform for free. After registering, you can participate in registration, apply for services, receive notifications, and participate in community interactions.
2. We will respond to your comments, suggestions and complaints regarding our services within a reasonable timeframe.
3. Apply for a refund, change the activity, or cancel the registration in accordance with the association's announcements and specific rules for the activities.
4. To query, correct, or delete (except for legal archives) personal information, and to revoke authorization to receive notifications.
5. Raise objections to the association's handling of the matter in violation of regulations and request a review.
3.2 User Obligations
1. Comply with Hong Kong's Personal Data (Privacy) Ordinance and E-Commerce Ordinance, relevant mainland laws, the "One Country, Two Systems" principle, and the association's bylaws and rules of operation.
2. You must not engage in any illegal, infringing, or disruptive activities that disrupt the platform's order, including but not limited to disseminating illegal information, malicious attacks, vote rigging, fraudulent reporting, abuse of services, or infringement of others' intellectual property rights/privacy rights.
3. Pay the activity fee/membership fee (if any) as required and participate in the activity on time; refunds and changes will be handled in accordance with the association's announcement, and you will be responsible for any overdue/absent events.
4. Respect intellectual property rights. Without written authorization, the copyrighted content of this platform may not be copied, altered, disseminated, or used commercially.
5. Cooperate with the association in verifying identity and eligibility for activities, and provide necessary supporting documents; if you refuse to cooperate, the association has the right to refuse to provide services.
6. Participants must abide by the venue rules and safety regulations and follow the instructions of the staff during the event; they shall bear full responsibility for any personal injury or property damage caused by their own fault.
Chapter Four: Rights and Obligations of the Association
4.1 Rights of this Association
1. Review user registration and application qualifications, refuse/terminate the service qualifications of ineligible or irregular users and reserve the right to pursue legal responsibility.
2. Events may be adjusted, postponed, or canceled based on factors such as policy, pandemic situation, venue, and supply, and will be announced on the platform in a timely manner; fees already paid will be refunded according to the rules.
3. For user violations, measures such as warnings, function restrictions, bans, blacklisting, and legal prosecution will be taken.
4. The organizers have the right to use the images, videos, and audio materials taken during the event for non-commercial purposes (for publicity, review, and results display, without involving personal privacy information). Participation by users constitutes their consent.
5. The platform's functions, services, terms, and privacy policy will be updated periodically. Updates will be announced on the platform, and continued use will be considered as acceptance of the new version.
6. We have the right to delete, block, or remove any illegal or infringing content uploaded by users, and to hold users accountable.
4.2 Obligations of this Association
1. Provide truthful, timely, and accurate service information to ensure the basic quality and safety of activities/services.
2. Take technical and management measures to protect users' personal information and not sell/disclose it to third parties without their consent (except as required by law or for judicial assistance).
3. Fulfill service commitments as announced and respond to user inquiries and complaints in a timely manner.
4. Publicly disclose core information such as the association's charter, membership fee standards, activity rules, refund and cancellation policies, and fee details.
5. Purchase necessary accident insurance (if applicable) for the participants and inform them of the coverage and claims process.
Chapter Five Intellectual Property
5.1 Intellectual Property Rights of this Association
• All content on this platform (text, images, videos, audio, trademarks, software, courseware, designs, etc.) is copyrighted by this organization or the rights holder and is protected by Hong Kong and international intellectual property laws.
• Without the written authorization of this association, no organization or individual may copy, tamper with, disseminate, use for commercial purposes, conduct secondary development, or reverse engineer this document; otherwise, this association reserves the right to pursue legal action.
5.2 User-uploaded content
• User-uploaded content such as experiences, works, and comments must be original/legally authorized and not infringe on the rights of third parties (copyright, trademark, portrait, privacy, etc.).
By uploading content, users grant the Association a global, non-exclusive, free, and sublicensable right to use the content (for platform operation, promotion, and results display, but not for commercial purposes).
• If user-uploaded content infringes on copyright, the user shall bear full responsibility; if the organization suffers losses as a result, it has the right to seek compensation from the user.
Chapter Six Disclaimer
6.1 Disclaimer for Third-Party Links
This platform may contain links to third-party websites/services (such as partner organizations, recruitment platforms, and payment channels). We are not responsible for the content, services, or security of third parties. Users should assess the risks and assume their own responsibilities.
6.2 Force Majeure Exemption
In the event of service interruption, event cancellation, or information delay caused by force majeure, we will not be liable for breach of contract, but will do our best to assist with refunds, compensation, or provide alternative solutions.
6.3 Service Risk Disclaimer
• This association is not liable for any indirect losses (such as loss of profits or loss of goodwill) incurred by users during the use of the service.
• Users are responsible for their own personal safety and property security during the event, as well as the responsibility of their relevant insurance/institutions; the association only provides organization and assistance and does not assume liability for accidental damages.
• This association is not responsible for transactions or disputes between users and third parties (such as partner organizations, enterprises, and individuals).
6.4 Disclaimer regarding the accuracy of information
The information on this platform (such as employment, further education, and policies) is for reference only and does not constitute legal, investment, or employment advice. Users should verify the accuracy of the information themselves, and this platform will not be liable for any losses caused by incorrect information.
Chapter Seven: Privacy Policy (Core Terms)
7.1 Information Collection
• Proactively collect: registration information (name, contact information, ID card/passport number, etc.), event registration information, payment information, and emergency contact information.
• Passive collection: browsing history, IP address, device information, cookies, etc. (used for service optimization and security protection).
7.2 Information Use
• Used only for service verification, event organization, notification push, statistical analysis, service optimization, and security auditing.
• We will not sell, rent, or disclose personal information to any third party without the user's written consent (except as required by law, for judicial assistance, or when necessary for providing services by our partners and when a confidentiality agreement has been signed).
7.3 Information Protection
• Employ measures such as encrypted storage, access control, and security auditing to prevent information leakage, misuse, and tampering.
• Only authorize essential personnel to access personal information, and sign confidentiality agreements.
7.4 User Privacy Rights
• Inquire about, correct, or delete personal information (except for legal filings and business necessity).
• Revoke authorization to receive notifications.
• Request the Council to explain its personal information processing rules.
7.5 Privacy Policy Update
This organization reserves the right to update its privacy policy. The updated policy will be announced on the platform, and continued use will be considered as acceptance of the new version.
Chapter 8 Fees and Refund/Cancellation Policy
8.1 Fee Description
• Most services on this platform are free, but some activities/services may incur fees (such as activity fees, membership fees, and training fees). The fee schedule is subject to the platform's announcements.
• The inclusions and exclusions of the fee (such as transportation, accommodation, and personal expenses) will be clearly disclosed.
8.2 Refund and Cancellation Policy
• After registering for the event, users who wish to apply for a refund or change must submit their application before the deadline announced; applications submitted after the deadline will not be eligible for refunds or changes.
• If you are unable to participate due to reasons attributable to the Association (such as event cancellation or service interruption), you will receive a full refund.
• If a user is unable to participate due to their own reasons (such as absence, abandonment, or personal schedule conflicts), a refund will be issued according to the proportion announced (some activities are non-refundable).
• Refund process: User submits application → This committee reviews → Refund to the original payment method (payment channel handling fee is borne by the user).
8.3 Special Notes
• Deposit: A deposit is required for some activities, which will be fully refunded upon completion of the activity as required; the deposit will not be refunded if the activity is not completed.
• Membership fees: collected in accordance with the association's charter, and are non-refundable after payment (except for termination of membership).
Chapter Nine Dispute Resolution and Applicable Law
9.1 Applicable Law
These provisions are governed by the laws of the Hong Kong Special Administrative Region.
9.2 Dispute Resolution
• The parties shall first attempt to resolve the matter through negotiation; if negotiation fails, either party may submit the matter to a court with jurisdiction in the Hong Kong Special Administrative Region for litigation.
• Any dispute arising from these terms shall not affect the Association's ability to take immediate action against users who violate these terms (such as banning or deleting content).
Chapter Ten Termination and Changes
10.1 Service Termination
• Users can choose to stop using the service and apply to cancel their accounts.
• This association may terminate some or all services due to platform upgrades, business adjustments, policy requirements, etc., and will announce such terminations on the platform in advance.
10.2 Amendments to Terms
• This association reserves the right to update these terms. Updates will be announced on the platform, and continued use will be considered as acceptance of the new version.
• If a user does not agree with the new version, they should immediately stop using the services of this platform.
Chapter Eleven Other
11.1 Conflict of Terms
This agreement serves as a general framework. In the event of any conflict between this agreement and specific rules for activities/services (such as registration page or activity instructions), the specific rules shall prevail.
